CAREER HISTORY
Director of Engineering & Strategic Planning (Jan 2006 – Present)
• In addition to the existing responsibilities listed below as Director of Network Planning, Design & Equipment Engineering, assumed responsibility for Corporate Equipment and Central Office Engineering for entire company which included all network assets of the combined companies. This encompassed an additional 151 collocated sites, 6 voice switches, all associated routers, fiber transport and gateways in 10 additional markets. Other new responsibilities included the strategic planning, project management and deployment for corporate network growth and architectural changes in addition to assuming management for corporate warehouse operations supporting all equipment procurement and asset management.
• Planned, designed, and deployed VoIP and soft switching architecture in Atlanta Georgia, in under 3 months required for the migration of 27,000 off-net lines to on-net services. Project managed deployment and design teams to ensure timely and accurate install and turn-up of all switching and network infrastructure.
• Operational accountability for the development and direct management of a $5 million CAPEX budget including the negotiation and administration of all vendor support and maintenance contracts for the combined company.
• Initiated cost savings projects reducing network and operations costs by $1.6M annually.
• Planned, modeled and provided design assistance for new VoIP and soft switching architecture for New Orleans LA, Baton Rouge LA, Memphis TN, Birmingham AL, and Charlotte NC markets.
Director of Network Planning, Design & Equipment Engineering (Jan 2003 – Dec 2005)
• Built and managed three functional departments that performed day-to-day activities associated with the design, growth planning, equipment engineering, project management, and development of procedures pertaining to scheduled network maintenance for 155 collocated sites in the 9 state Network Telephone backbone network. Network elements included 13 Lucent 5ESS Switches and 14 Jetstream VoATM Gateways, in addition to 163 Marconi ATM switches and 56 Cisco Routers.
• Managed the planning, design, contract negotiation, project management, installation, turn-up and integration of VoIP Switching platform and wireless broadband WI-MAX access network for proof of concept and business model validation.
• Operational accountability for the development and direct management of an $8 million CAPEX and $3 million SG&A budget involving negotiation and administration of all vendor support and maintenance contracts.
• Drafted procedures and managed a Quality Assurance audit process within the Central Office Engineering and Equipment Engineering departments. Completion of the Quality Assurance Auditing processes resulting in a 2% increase in overall network reliability raising performance to over 99.999% uptime.
• Operational projects included the design, installation, project management, turn-up and integration of over 120 Adtran DSLAMs over a 12 month period. Each installation project was completed on schedule and within or below budget.
• Authored and implemented an Equipment Spares Program resulting in savings of $1,049,000 annually via the reduction of vendor support contracts while increasing network uptime and efficiency. Planned and implemented space and power reduction projects in 155 collocations resulting in $1,013,719 annual cost savings.
• Developed and implemented a comprehensive Network Security program within the Network Planning Department, as well as processes and procedures for Network and System Security Access for the entire corporation.
• Co-Authored Hurricane Preparedness Plan. This plan was implemented for Hurricanes Ivan, Dennis and Katrina which hit the Gulf Coast in September 2004, June 2005 and August 2005 respectivly. Execution of this plan ensured Network Telephone’s offices and network remained fully operational throughout Hurricanes Ivan and Dennis with no degradation of service provided to our customers and allowed for decisive and quick response which lessened the impact of Hurricane Katrina.
Director of Network Planning (Jan 2002 – Dec 2002)
• Established the Network Planning Department from the ground up expanding the department from one employee to seven. Instituted network planning, project management, network security, network mapping, traffic management, capacity planning and capacity management process, procedures, reporting and audit function throughout the department.
• Organized and directed the planning, project management, deployment, testing and activation of 13 Lucent 5ESS swiches, 13 JetStream VoATM gateways and all associated transport equipment and facilities used to provide integrated voice and data services to Network Telephone customers in 23 markets over a 9 state region. The Lucent 5ESS switch and JetStream gateway installations were completed during a 12 month period, averaging one site per month, on or before targeted schedule date, all within or below budget.
• Developed forecasting and trending tools for capacity planning and traffic management ensuring efficient network planning and management. Directed the planning and placement of network element growth by analyzing data for the optimization of collocations, Hubs, and Switches, and established new site locations when necessary.
• Reviewed RBOC Interconnection Agreements annually, co-authored amendments and revisions, and worked with Regulatory Department during implemention of amendments and revisions.
• Instituted Network Mapping Design & Development within Network Planning Department for the creation of network maps and detailed engineering drawings. The Network Mapping Design & Development was a cross-functional activity across the engineering, corporate sales and operations departments.
• Designed and developed detailed reporting within the Network Planning Department utilizing a staff of planners with IT, TBS, Database and report writing backgrounds, creating a self-suffient group with increased efficiencies by having quick access to data necessary to perform analysis for planning functions.
Manager of Network Engineering Support (Jul 2000 – Nov 2001)
• Co-managed the design and roll-out of ATM, DSL, Fiber, and TDM Voice Networks. Commissioned 97 collocated sites.
• Managed Lucent Reconciliation Project resulting in over $5.8 million in savings to FairPoint Communications.
• Established the Engineering budget process and coding systems for accounts payable.
• Assisted in the preparation and management of an $18 million capital expenditure budget for the Engineering department.
• Researched and implemented local calling area zones and distributed to various organizations and operational switches.
• Created and implemented processes and procedures for code administration.
• Designed all corporate and network mapping for entire company utilizing Mapinfo software.
