Reduced negotiated agreements by 80 percent by moving to a Master Services agreement approach. Promoted to this position at the new parent company after it acquired my previous firm. This company is a global environmental and construction engineering services firm. The combined entity resulted in a firm with $2 billion in annual turnover with more than 15,000 employees in over 30 countries.
Negotiated and administered client agreements for project offices in the Midwest and Southwest United States. Negotiated electronic equipment, software design, environmental engineering, applied sciences and engineering management services agreements. Typical clients included international, federal and state governments; and major oil, gas, chemical, paper, railroad and power companies. During this period we fully executed every client agreement.

1998 - 1999 SENIOR CONTRACTS ADMINISTRATOR
Promoted to this position to negotiate and administer commercial contracts for all United States offices. This company was a global environmental and construction engineering services firm with annual revenues of approximately $300 million and more than 2,000 employees in over 13 countries.
Increased the number of Master Services agreements with our clients, enabling them to use our services on short notice and greatly reducing the administrative expense of negotiating separate agreements.
Reviewed bid solicitations and purchase agreements; signed contracts and modifications; negotiated software licenses, and teaming, consulting and non-disclosure agreements; and performed contract close-outs.
1997 - 1998 SENIOR SUBCONTRACTS ADMINISTRATOR
Reviewed client proposal solicitations for subcontracting requirements. Wrote, negotiated and administered subcontracts, teaming, consulting, intellectual property and non-disclosure agreements. Performed risk mitigation reviews of high-dollar and high-risk client and vendor contracts, and purchase orders.
Increased the number of competed Master Preferred Supplier Services Agreements with subcontractors. Assigned to this office to help set up and manage two construction contracts valued at more than $430 million. During this period, our office achieved contract compliance and held growth to less than 5 percent. The Department Inspector General cited our office for outstanding contract management.
Reviewed and approved more than $74.6 million in contractor payments. Provided contract oversight and guidance to 60 quality assurance engineers. Wrote engineering specifications and negotiated changes.
1991 - 1993 CONTRACTING OFFICER
Assigned to this office to help conduct the solicitation for a state-of-the-art design and build contract valued at more than $280 million. Developed contract requirements and participated in the source solicitation and selection process.
Also managed engineering, scientific and personnel study contracts valued at more than $1.7 million. Eliminated a $336 thousand procurement backlog and reduced lead-time by more than 15 percent.
