Published a number of articles: May 2002 Military Training Technology 3 articles on Homeland Security training and operations; for Systems Times magazine, wrote 50+ pieces on technology, R&D, telecommunications, national critical infrastructure, network security, training and development. Other articles: “Global Maritime Distress and Safety System” (On Scene – the Journal of Search and Rescue); 30 pieces, articles and photos for Governors Island Gazette, New York Harbor Watch. Also wrote key strategic plans and decision papers for the U.S. Coast Guard, GAO, OMB, NTIA, and the FCC.

Conference Presentations: the Last Mile Strategies Session of Service Networks/ ISPCON conference Baltimore Convention Center, May 2002; Public Safety Wireless Network Symposiums in Virginia, Denver, & Honolulu; Federal Law Enforcement Wireless Users Group, and XXIII Technical Symposium, ILA/WGA (International Loran Association). Organized and led 2001 Coast Guard HF Radio Replacement Planning Symposium.

Anteon: provides expert review, technical, business and strategic planning advice and program support for the U.S. Coast Guard’s $611M Rescue 21 project (formerly the National Distress and Response System Modernization Project). Supervises network and computer technicians at Coast Guard Intelligence, Coast Guard C4ISR Secure Networks and the Office of Naval Intelligence. Managed project provisioning FCC communications including phone, 800, 900 services, and Radio Direction Finding. Manages the Department of Commerce’s Office of Inspector General regional office WAN/LANs and OIG Contingency Operations plans, including assessment, design, establishment and implementation of state-of-the-market, flexible, reliable communications. Recieved Anteon's "New Employee of the Year" award and bonus.

Coast Guard: in carrying out long-term planning of enterprise-wide Coast Guard Telecommunications, supervised planners, developed budget requests, acted as program and project manager through project realization, conducted internal and external marketing efforts during budget and implementation phrases, and followed up to correct system deficiencies and implement new projects. Managed operating budget, research and development investment, and technology acquisitions portfolio. Also served as Program Manager for the FTS 2000/2001 transition; personally wrote the Coast Guard FTS 2000/2001 transition plan; tracked, reported and led team completing one of the most successful FTS 2001 transitions in Government. In particular, the GSA Administrator publicly cited the Communications Systems Network (CSN2) transition as one of the three most successful FTS2001 transitions. CSN2 reduced costs, improved operations, enhanced capabilities and improved management. Developed Coast Guard strategy migrating digital encryption technology and improving communications interoperability.

For Atlantic Area Loran, oversaw construction and implementation of the South Central US Loran Chain, a joint Coast Guard - FAA project. Project was completed 3 months ahead of schedule and nearly $4M (15%) under budget.

Program & Project Management: Define critical success factors, evaluate functional value, discriminate target cost drivers while integrating and assessing major relevant technology trends, operational and infrastructure factors of major projects. Examples are High Frequency Radio (HF), Microwave System replacements (BACS, RAINBOW), Alaska VHF-FM Upgrade, FTS2001 Transition, COMMSYS 2000 Network, and Network Security. Each completed on schedule, under budget, or delivered enhanced capability. Document baseline costs – after a major contractor’s Baseline Cost Analysis report for the National Distress & Response System Modernization Project (NDRSMP) was rejected, independently developed new approach, delivered completed report within six weeks.

Recent work: Member of Corporate HLS Strategic Team, assessing, developing and implementing strategy for Corporate Top List Business Development efforts, including as Capture Manager. Opened new strategic accounts, won key proposal efforts, and increased penetration at existing accounts by up to 500% in less than two years.

Senior Planner & COTR – led development Coast Guard Telecommunications Plans. Linked ~$300K R&D portfolio to major acquisition project planning.
Strategic & Capital Investment Planning for a CIO Magazine “Top 100 IT Performer”.
