Director, Division of Mental Health and Addiction

Lead state’s public mental health and addiction prevention and treatment system for two Governors. Balanced a $360+ million budget in a challenging fiscal environment. Lead a team of 10,000 state employees and contractors. Created and implemented the state’s vision, goals, metrics, and operational plan for mental health and addiction prevention and treatment. Drove improvements via partnerships with legislators, physicians, providers, consumers, families, the Department of Health, Department of Education, Child Welfare, Department of Correction, Medicaid, judges, community leaders, universities and advocates.

- Directed six state psychiatric hospitals and ensured JCAHO and ICF-MR accreditation

- Eliminated 50,000 hours/year of paperwork for clinicians

- Rapidly expanded the use of evidence-based practices and gained federal approval to add Assertive Community Treatment (ACT) as a Medicaid service (Reduced state costs by 63%)

- Worked to break the cycle of child abuse by implementing mental health screening and treatment for children who are removed from their home due to child abuse or neglect

Expanded impact beyond leading the state’s public mental health and addiction system.

- Selected by the Lt. Governor to lead a cross-system team that resulted in improved services for families with children without additional costs to taxpayers
