• Pioneered and facilitated a unique training program to educate future United States Air Force leaders in two separate venues. Authored an instructional system design to create lifecycle training at the US Air Force Academy to support program management, leadership management, organizational development, and train-the-trainer programs. Training programs were adopted by the US Department of Defense. • Established new Internet-based training programs that slashed internal training by 600 hours per year, and enabled military to provide training to employees never serviced before. • Tapped for high-visibility military executive roles by senior leaders (out of 300,000 leaders) to direct turnaround events and create new programs. HUMAN RESOURCES CONSULTANT / WING COMMAND CHIEF MASTER SERGEANT (Laughlin AFB, Texas) – 2006 to 2007 Selected as one of 82 executives holding this key position (82 executives rank in the top 1%). Provided strong HR leadership by recruiting an experienced HR Generalist for the Police Unit that had significant problems including court martial events. Moreover, provided HR expertise during a major employee downsizing initiative and provided extensive career counseling to downsized staff. Assembled and led a team charged with turning around a not-for-profit suborganization that was losing money.
Provided HR services to a 3,000 person aviation group at the Air Force’s sixth busiest airfield. Human resources role included consulting with executives on HR policies and major employee issues such as terminations and disciplinary actions, resolving personnel issues, evaluating performance management, cultivating a teamwork environment, conducting survey and focus groups, launching mentorship programs, driving employee satisfaction, and improving communications. Member of a Strategic Planning Team; served as a Recognition Program Manager. Indirectly managed nine Human Resources Professionals.
• Brought a strong sense of leadership during a problematic time as management was stressed due to discipline issues and military deployments. Persuaded headquarters to provide additional employees, teamed with leaders to terminate underperformers, helped resolve legal issues, and lowered disciplinary terminations 50%. • Overhauled a Leadership Development Program to accommodate employee losses and meet new operational requirements; efforts dropped out-of-office time 30%. • Helped save $750,000 per year by recommending the closure of a dining facility and establishing kitchens in the living area for an initial investment of $70,000. DIRECTOR OF MILITARY TRAINING (US Air Force Academy, Colorado) – 2003 to 2006 Selected for prestigious position based on strong reputation as an outstanding leader, an ability to deliver impressive results, and years of accomplishments in staff training, training leadership, and staff management. Led a turnaround by immediately tackling numerous problems including unacceptable staffing levels, lack of a robust training program, weak employee experience in the HR field, absence of certification training programs, and other issues.
Accepted a top-tier executive position with this renowned training academy that trains over 4,000 Officers per year. Significant activities involved strategic planning, project development and management, training needs analysis, curriculum development, outsourcing projects, training management, and budget development and management. Supervised three direct reports and indirectly managed 120 employees; had influence and control over a Cadet staff of nearly 200.
• Spearheaded the largest training exercise in the Academy’s history involving more than 5,000 individuals. Established a new leadership development and evaluation program entrenched in AF skills in lieu of traditional AF Academy skills. • Coordinated an event in two days involving the swearing in of the Secretary of the Air Force. Rapidly created strategies, notified media, and orchestrated a celebratory parade involving 4,000 Cadets. • Secured funding to hire 40 new Trainers despite the fact that the Air Force was in a downsizing mode. Also hired employees for vacated positions, outsourced training for Instructors, and obtained college credits from the Association of Southern Schools and Colleges for employees who earned certifications. • Tripled number of training leaders without experiencing an increase in costs, manpower, or time. • Instrumental in Academy ranking third in a multi-national, inter-service competition regarding military skills – highest ranking of any US service academy. • Helped receive the highest performance indicator rankings (highest academic averages, lowest disciplinary rates, and three Rhodes Scholars).
DIRECTOR / INSTRUCTOR (Maxwell AFB, Alabama) – 1998 to 2003 Leveraged breadth of experience as an HR Generalist and a Deployed HR Generalist to train HR colleagues in deployment initiatives. Directed operations of a Human Resources Generalist School that trained 1,500 students at 14 locations. Immediately challenged to create new curriculum, upgrade facilities, relocate the HR School to Alabama, and recruit staff. Focused on educational instruction, training scheduling and logistics, and budget management. Managed 12 Instructors and Administrators.
• Saved $10,000 per year by consolidating satellite training programs, and saved $60,000 per year by overhauling equipment and facilities. • Authored new curriculum to provide new training programs for HR Generalists at no cost. Paved the way for Air Force staff to implement career development changes for HR Generalists. • Introduced a new course used by a different organization to meet an Air Staff training initiative; consolidated all HR training in one functional area.
HUMAN RESOURCES GENERALIST (US, Korea, Kuwait) – 1990 to 1998 Provided HR services to organizations with 120 to 1,500 employees in multiple countries. Significant activities included HR leadership, HR turnarounds, employee training, performance appraisals, policy interpretations, employee counseling, employee relations and coaching, executive coaching, personnel administration, HR policies and procedures, and EEO management.
• Championed a new professional development program for mid-level managers that was adopted across the entire US Air Force. Recruited senior employees to coach newly promoted employees to ensure top-level performance. • Advised management leaders on employee downsizing issues which enabled organization to operate at a high performance level and receive an “excellent” rating in personnel administration. • Deployed to Kuwait as a member of a Special Operations Team during military conflict; coordinated housing, communications, safety, and other activities in 56 hours.
