About Our Client
Is a well established food manufacturing firm located in Houston, Texas.

Position Description
The Senior Director of Environmental, Safety, and Health (ESH) is responsible for providing leadership and direction to the Imperial Sugar ESH processes in support of operational excellence, expanded markets (larger footprint) and more profitable portfolio. This includes assurance of compliance to all regulations and appropriate standards at all sites, the development and maintenance of policies in the area of Environmental, Safety and Health. The Director is also responsible for the development of processes to achieve the policy objectives in these areas and, to provide assurance that personnel in all sites and at all levels have the necessary understanding of the policies and processes in ESH, safety to fulfill their responsibilities. While reporting directly to the Vice President of Engineering with a matrix reporting relationship to the President & CEO, the Senior Director of Environmental, Safety, and Health (ESH) will be responsible for the following:

Assurance of compliance to all regulations and standards at all sites
• Conduct regular inspections of all facilities, discuss findings with the site manager and work with the site manager to develop the appropriate action plans
• Maintain a Corrective Action Tracking system and assure completion of actions to respond to citations, third party assessments and audits, and internal recommendations from incident investigations and other input.
• Make regular reports to the Imperial Sugar Leadership including weekly actions, monthly status, and quarterly reports to the Board of Directors
• Keep abreast of federal and state regulations, codes and other key constraints including changes to them, assess the potential impact on Imperial Sugar and develop proposed plans to assure compliance, and report the recommendations to all levels of leadership.
• Assure proper record-keeping of results (e.g. OSHA logs) in all areas and develop effective and efficient reporting mechanisms that meet the regulations and that keep leadership informed of the ESH performance.
• Work appropriately with regulatory and standards-developing bodies regarding new and / or proposed regulations and standards.
• Communicate and proactively address the requirements of new regulations and standards.

The development and maintenance of policies in the area of Environmental, Safety and Health
• Develop and/or update as necessary policies in ESH and facilitate review and approval of these policies with input from site managers. These policies should include, but are not limited to:
•Risk reduction
•Incident investigation
•The achievement of the measurable results listed above
•Implementation of a EHS management system that embodies the elements in OSHA’s Voluntary Protection Program (VPP), OHSAS 18001, and ISO 14001
•Development and implementation of an occupations medicine program
•Industrial Hygiene program
•Ergonomics program
•Commitment to ISO 14000; OHSAS 18000; and OSHA VPP Star status
•Working through the leadership, site managers, and site ESH people, assure policies are understood by employees.

The development of procedures and systems to achieve the policy objectives in ESH
• Facilitate the Imperial Sugar Safety Council (company executive leaders) to provide direction and oversight to all EHS activities.
• Take the ESH policies to actionable levels through the development of documented processes that are consistent with all regulations and that are consistent across the Imperial Sugar system.
• Develop a method to measure performance against the policies and processes and report progress on a regular basis.
• Work with all site leadership to develop annual work-plans in Environmental, Safety and Health that improves the processes as well as the results (see list above) from the processes.

Provide assurance that personnel in all sites and at all levels have the necessary understanding of ESH (policies, processes, regulations, etc) to fulfill their responsibilities
• Define the necessary training processes (one-time, on-going and refresher) that is required to fulfill regulatory requirements as well as that training required to meet Imperial Sugar Strategic goals
• Develop or acquire the necessary training programs as defined above, and, assure these are implemented efficiently and effectively.
• Define the specific skills required by leadership (including site leadership) and ESH personnel and assess their capabilities compared with these requirements

Lead Outreach activities to share combustible dust technology with interested audiences:
• Organize workshops for interested industries and customers
• Participate in stakeholder meetings with relevant groups
• Present information at conferences and meetings

Experience/Skills Required
• Bachelors degree in Occupational Safety, Environmental Sciences or related field.
• Relevant master’s degree preferred.
• 15 years experience in EHS field.
• Certified Safety Professional (CSP) preferred. Six Sigma Green Belt or higher preferred.
• 3-5 years of experience in corporate leadership of the ESH function
• Experience with OSHA, EPA, and other regulations and standards (NFPA, NIOSH, etc), including technical understanding of these regulations and standards
• Demonstrated ability to lead significant change which produced measurable results and improvements in ESH
• Management experience in diverse workforces, including union environments.
• Ability to interpret and explain regulations and standards as they apply to Imperial Sugar
• Prior experience in corporate role in companies greater than $500 million in revenues.
• Prior experience with capital project permitting preferred.
• Working knowledge of 40 CFR Environmental regulations and state regulations in TX, GA, LA, KY
• Proficient in Microsoft Office applications.
• Excellent oral and written communications skills with the ability to interact with a wide range of perspectives from Board of Directors to shop floor employees

The successful candidate will receive a competitive compensation package commensurate with experience and qualifications.
