About the position:
Reporting to the President and Chief Executive Officer, the Director of National Policy will maintain and grow the strong presence PBGH has developed in national health policy and lead the efforts to support the implementation of the Affordable Care Act. PBGH carries the messages of value purchasing, transparency in quality and cost, standardized measurement, and payment reform to policy makers in Washington, D.C., and California. Many of the delivery system reform elements in the Affordable Care Act reflect PBGH’s advocacy as a purchaser and success at leading collaborative policy development activities. In particular, PBGH has worked closely with consumer organizations to increase its policy impact, under the auspices of the Consumer-Purchaser Disclosure Project. A major focus for the Director of National Policy will be leading collaborative efforts in the “buy-side” via the Consumer-Purchaser Disclosure Project to promote public reporting of performance information to inform consumer decision-making, purchasing strategies, and payment. In addition, the director will have the opportunity to influence PBGH’s agenda, elevate the organization’s presence in national health policy and advocate innovation in healthcare and the use of quality measures. The Director must exhibit credibility, poise and self assurance and the ability to balance competing interests and diverse opinions. The successful candidate must be passionate about healthcare reform, transparency and public reporting.
We are seeking a deeply committed, visionary leader with a keen understanding of the healthcare system, payment process, performance measurement and quality and efficiency measures. The ideal candidate will be strategic, flexible and extremely collaborative with excellent communication skills. The ability to build strong external relationships, continue to elevate PBGH’s presence at the national level and shape/influence regulatory and legislative processes will be critical to this highly visible role. A strong presence in healthcare policy, a solid grasp of healthcare reform and how to adapt to and explain the constantly changing landscape are key. Strong facilitation skills are a must. Establishing a close and effective relationship with the funder of the Consumer-Purchaser Disclosure Project, The Robert Wood Johnson Foundation, will be crucial to the Director’s success. Key Responsibilities:
•Serves as a national leader for purchasers on delivery system and payment reform. •Develops and communicates health care delivery and payment reform policy program representing goals of health care purchasers. •Leads and organizes other purchasers and consumer organizations to advance the use of performance information for consumer choice, purchasing, payment, and quality improvement. •Directs the Consumer-Purchaser Disclosure Project, in conjunction with the co-Chairs. •Serves on selected national decision-making bodies (e.g., National Quality Forum, AQA, Quality Alliance Steering Committee, etc.) to further the Disclosure Project’s and/or PBGH’s value agenda. •Identifies grant opportunities and develops funding relationships with external foundations and grantors.
Education and/or Experience: •Extensive (minimum 7 years) leadership experience, preferably for a public or private health care purchaser. •Strong background in influencing national and/or state policy. •Demonstrated ability to lead, and manage major organizational initiatives. •Experience in collaborative processes and leadership roles with diverse stakeholders. •Strategic thinking ability and diplomacy to maintain and advance current partnerships and establish new collaborations with relevant state and national public agencies and private organizations. •Masters degree in Public Health, Healthcare Administration, Business Administration, Public Policy, Law (or equivalent) strongly preferred.
