Executive Job Description
My name is Peter Mannarino. I am an executive recruiter with NuTech Inc based out of Florida. I am currently working with a client that has retained me to assist them in hiring a "Chief Nuclear Engineer". This company & position would be located in Arlington VA. The comp range on this position is 160k-200k.

MANDATORY: PLEASE ANSWER THESE QUESTIONS AND EMAIL ME YOUR ANSWERS;

1) Do you have a PE?
2) Do you have AT LEAST (very least) 10 years of experience?
3) Do you have extensive experience with PWR reactors?
4) Have you implemented your PE? (ie, design, calculations, drawings)
5) Do you have extensive knowledge of the 10CFR50, 52 Appendix B, and NQA-1?



NOTES: Important information to know.

It is very important that incoming engineers fully understand that our client is not a design company. Currently, their engineers do no design work, calculations, drawings, etc.

Our client is currently in the thick of licensing, with the goal of getting their DCD (Design Control Document) and COLA (Combined Operating Licensing Application) approved by the NRC.

A question I always ask engineering candidates in the prescreen is, "Do you want to do design work? Or oversight and project management?" This is an important distinction because many engineers want to do drawings and calculations, which isn't what my client does, therefore if you answer "Yes" to Design work, my client will not interested. You have to be prepared to work independently, and ideally have experience responding to RAI/RFI (Request For/Additional Information) requested by the NRC.

About my client:

Our client has a history of leadership in pressurized water reactor development in Japan. Their research and development efforts and real-world experience led to the U.S. Advanced Pressurized Water Reactor (US-APWR), the most powerful and efficient power plant in the world.

The US-APWR grew out of the "Third Phase Improvement and Standardization Program" for nuclear power plants, funded by Japan’s Ministry of International Trade and Industry (MITI). The new design takes into account recent utility requirements regarding safety, reliability, economy and compatibility with the environment. Improvements in the US-APWR over earlier designs includes a thermal efficiency of 39%, the highest in the industry; a 20% reduction in plant building volume; and greater economy by increasing power generation capacity to the 1,700 megawatt class.

JOB DESCRIPTION:

GENERAL FUNCTION: Provide day to day duties as Chief Engineer and ensure a functioning professional, engineering office.

ESSENTIAL JOB FUNCTIONS: The essential duties and responsibilities regularly assigned to this position include:

(1) Supervise engineering works in the New Plant Engineering Department, performed by our client for all Projects so as to ensure compliance with all engineering design criteria (including required laws), specifications and procedures as the work progresses.

(2) Serve as the responsible Professional Engineer on technical and engineering work performed by our client for all Projects. The activities include PE sealing of technical documents and drawings.

(3) Maintain control over and ensure detailed professional knowledge of the work prepared under his supervision for all Projects.

(4) Make engineering decisions and personally review and approve proposed decisions prior to their implementation in order to ensure compliance with all engineering design criteria, specifications and procedures as the engineering work progress for all Projects.

(5) Supervision of engineering work and control over engineering decisions will be maintained either through physical presence or through the use of electronic and telephone communications devices.


MINIMUM REQUIREMENTS (EDUCATION AND EXPERIENCE):

(1) Bachelor of Science in Engineering.

(2) Excellent oral and written communication skills at al levels of management.

(3) Demonstrated capability to develop and excellent complex work and business plans.

(4) Professional Engineer License (Mechanical, Electrical or Civil engineering) in the State of Virginia (and Texas).

(5) Minimum 10 years experience performing engineering and safety assessments at a variety of nuclear facilities (including PE sealing of technical documents and drawings).

(6) Extensive knowledge/familiarity with PWR plant design

(7) Extensive knowledge/familiarity with NRC regulations and guidance.

(8) Knowledge/familiarity of quality assurance for nuclear plants, including 10 CFR Part 50, Appendix B and ASME NQA–1
